Release seems to be open minded about downstream geographical location but I am thinking to be IRA compliant the downstream might be located in Indonesia, Malaysia and possibly Vietnam or Thailand? Geographically you want to be between Australia and China and cost-wise maybe not in Australia, so to be IRA compliant that means also not China
