Answerto Section 37 question no. 154-2023 regarding presentation of the Uranium Act Pursuantto Inatsisartut's rules of procedure §37, subsection l you have presented thefollowing questionsto Naalakkersuisut, which are hereby answered.

Question1:

In2021, Naalakkersuisut made a proposal to the Inatsisartutlaw to ban preliminaryinvestigation, research and utilization of uranium etc. Can Naalakkersuisut explainthe progress of the proposal.

A)When did the work between Naalakkersuisut and Inatsisartut take place?

B)How was the work between Naalakkersuisut and Inatsisartut?

C)Has Naalakkersuisut deliberately withheld information from Inatsisartut members?

Answerto question 1:

ToA)

Adraft proposal for the Inatsisart Act on the prohibition of preliminaryinvestigation, investigation and utilizationof uranium etc. was presented to Inatsisartut's Business and Natural ResourcesCommittee on June30, 2021. The bill then went through the normal procedure for introduction andadoption of bills in Inatsisartut.

Theproposal was submitted to Inatsisartut on 17 September 2021. Theproposal was first considered in Inatsisartut on 5 October 2021 and handed overto

Businessand Raw Materials Committee. Naalakkersuisutreceived questions from the Business and Raw Materials Committee on 11 .October 2021. Thecommittee forwarded supplementary questions on 18 October 2021. Naalakkersuisutanswered the committee's questions on 22 October 2021. Furthermore,a meeting was held with the Business and Raw Materials Committee, as well as representativesfrom Naleraq and the Democrats and the Attorney General on 22 October 2021. Naalakkersuisutreceived the committee's report for 2nd reading on 30 October 2021. Naalakkersuisutsent a reply note to Inatsisartut on 1 November 2021.

•The proposal was 2nd considered in Inatsisartut on 2 November 2021. Naalakkersuisutreceived a supplementary report on the proposal on 6 November 2021. Thesupplementary report described two amendments to the proposal. The one amendmentswere put forward by a minority of the committee, consisting of Atassut. That secondamendment was put forward by a majority of the committee, consisting of Siumutand Attached.

•Naalakkersuisut forwarded reply note to Inatsisartut on 8 November 2021. Theproposal was 3rd considered and adopted on 9 November 2021.

Itis the opinion of the undersigned that the cooperation was respectful and tookplace with understandingthat it was a difficult subject to deal with politically, as there was nopolitics agreementon the purpose of the bill. Naalakkersuisut already informed Inatsisartut'sBusiness and Natural Resources Committee before the bill was sent for publicconsultation. Inaddition, Naalakkersuisut has answered the committee's questions and listenedto the committee's concernsand suggestions. It was clear from the start that the proposal could not gainwide acceptance politicalsupport. This was recognized from the podium during the debates inInatsisartut. Seealso above under A).

Naalakkersuisuthas not withheld information from Inatsisartut's members. Duringthe processing of the accounts for 2023, Inatsisartut's audit committee hasrequested a explanationof the process leading up to the adoption of the uranium law, including whetherInatsisartut has receivedall relevant information regarding the consequences of the Uranium Act and therisk of Theself-government could be tried to incur liability for damages. Naalakkersuisutexpects to couldsubmit this statement in the spring of 2024 and will then be able to elaboratefurther
