It's a genius move!

On one hand the company will get the needed financial to speed up the installations, as Ido stated, and on the other hand, the shareholders will barely get diluted cause I believe the loan will be return before option 2 will be triggered (On top of that the options are not for free...they're willing to pay for exercising this option a price which is currently higher that market price).
