I wouldn't say that people don't think .9 or higher isn't good value, but with people still willing to sell lower why would you buy higher. Much better to place your orders lower and hope the market will sell into them particularly if you already have a reasonable exposure.
Risk of course for people looking for an entry is a major move following news.
