The very top of the announcement says " Drilling starts... ". Whether the rest of the announcement is congruent with that, i.e. has drilling actually commenced or not, is beside the point.

I'd say they have covered themselves sufficiently that providing a brief confirmation that drilling has started via email would not be seen as an issue. Perhaps not ideal communication and a little lack lustre for shareholders but it is what it is.
