No that's the same person who has driven the price down to collect more shares. It's a cap to stop the stock from running until they have collected the amount of shares they want off impatient and scared holders. Classic set up to accumulate. Once they are done the cap will be 'pulled' and RDN can run again. This will usually happen after solid news. The best feeling is when the capper gets wiped unsuspectingly and we can all give them a big middle finger. Oh and a la la la of some description...
