The only people who can do this are the brokers.
Many years ago I saw this happen with a co operating overseas. The sp was around 2c. It slowly moved up to around 8c at which price a substantial stake was taken up by a UK co. It then gradually fell back to around 2c. No one but the brokers can do this.
BTW, that stock was as illiquid as you can get!!!!!
