My issue with this announcment is what is not being said with regard to Seymour, Whitesands, and the PEA. Q4 2023 infill drilling at Seymour to support the PEA? Does that mean PEA is pushed into 2024?

Yeah, there is no getting around this. Looks like it going to take additional time to sort everything out than I would have liked. We also don't know what happened to the expected resource upgrade at Seymour which was meant to happen earlier this year. Those last assays may not have turned as well as expected. Delays to the Seymour Hub timetable looks likely.
