There must be a difference in drilling and mining, perhaps you can drill as much like and increase the resource underground but without the MR you obviously can't mine and pull up the said resource. This would explain WWI being able to continue their drilling campaigns which is an important step before beginning mining, sounds like the MR is the last piece of the puzzle, not long now.
I'm not an expert so if anyone had some knowledge on this topic I'd be interested to hear.
