I can't say what the tax department is like in Canada specifically, but my experience with immigration when I needed to extend my visa was that they take a very long time to process applications and go well over deadlines. The public service seem to like to do everything without human contact, you apply online, then wait, wait, wait and nothing seems to happen. I actually caught a plane home before my application was approved, luckily it is implied by your application that you are allowed to remain in country until a decision is made. We've also seen with our MERN transfers that the public service drags it's feet from time to time.
