If history is any guide, probably lingering as we await results. Could be another reason why someone sold. Most likely what you suggested though but when the last results came through, I don't recall a reason explaining why the results took so long. Maybe the seller is anticipating overall market carnage and plans on buying back in the 2's? Anyway, hypothesising is interesting but futile and the market and its players determine price, not always the perceived value in the ground.
