There is nothing legal about artisanal mining. Its a problem that is not easily solved. Its basically steeling the governments royalty payment and environmentally damaging (use of cyanide), the governments will hand out huge fines (but it is worth the risk to the artisanal miners). Mining companies can kick them off, but they will return. Some villages rely on the artisanal mining and they have setup there for that purpose. What you might find is that kicking of the artisanal miners (especially at the very small scale that MKG have) will anger the local villages and they will not cooperate in local knowledge surveys etc. which are required for the later development (environmental permitting). You are better off not doing anything other than inform the government at this time, especially given the scale.
Its a problem, but a well understood problem in Africa.
