I just had quick search and found this:
The gradation of non-coking coal is based on Useful Heat Value (UHV), the gradation of coking coal is based on ash content and for semi coking / weakly coking coal it is based on ash plus moisture content , as in vogue as per notification.

Without looking into it in detail, I take it as the Ash content is what is used for NR coking coal to assess the heat / energy produced during combustion, and calorific values calculated for thermal coal using ash% + moisture%.
From the announcement, after washing the ash content is showing very high grade coking coal (<10%)
I could be way off track. Just my thoughts.
