There is the Feasibility Study, then the Decision to Mine, then the Financing package, then the Detail Design, Environmental Studies and Approvals and then Construction.

When they talk about 'optimising the BFS', they are surely talking about what is required before the Decision to Mine and the Funding - not the 'optimising' done during the detailed engineering design phase.
