I take this to mean that the buyer gave more than enough time for any large sellers at 2 cents to take them up on their offer.
However there were no takers, so the buyer had no choice but to pull the bid as it just underpins the SP without getting their fill.
It looks positive to me that there were no large sellers at 2 cents so supply is drying up at this level and large holders are waiting for news and rolling the dice.
