Heres my take on this, and I may be blazingly wrong but here goes.

To get the licence approved maybe they needed to show they were going to drill something.
Q2 will be 6 months away so costs can be defered till then
There is a reasonable possibility that by then Canada will have created some SP appreciation and $ interest
OR they will flip something in the meantime for $ .
And . .they can run the clock down slowly waiting for 2025 royalties.

Timing the $ maybe??

If we didnt have canada and/or the royalty stream we would be in a very different position of course, but this could all be timing
