    Refer to CPMESC12C - Escrowed Shares 12 Million until 12 November 2022. Not sure who they are escrowed to but that is the difference that you were talking about . So 40,000,002 million shares will be traded from 12/11/20 but trading at the moment @ 28,000,002 million shares .
