Hi PICT, is that not a standard disclaimer? I've seen a lot of these.
I suppose there are many ways to read into this statement and one in my mind tells me that HVY, and considering it's recent granting of lease applications, will most likely divert funds to Port Gregory. Imo this is going to be so big and generate so much money that Moz will be played later and that they will simply do what they have to do to 'satisfy exp req'.
In short the conversation the fly may be hearing is 'let's get the engine running in PG and engage the turbo in Moz later'
All in my optimistic opinion.
A long way to go and many many variables and possibilities that your opinion could very well be the facts in time to come.
