Any Member of Congress can introduce any legislation, and get 15 minutes of fame from a bill that will die in Committee. It happens all the time. The length to which the US will go to build a supply chain for REE, is what they have already done for Lynas. Too bad for the johnny-come-lately crowd (is that a term in Australia, or I should say New Zealand, now that I have learned that is ARR's home?).
To answer another point, the IRA was enacted two years ago, when Democrats controlled Congress. That was then, this is now.
