IMO takeover is more likely simply because it's a quick result that would deliver immediate benefits to shareholders and the directors.
In regards to what is of greater benefit, probably production, but that would take a longer time frame to achieve (likely 5+ years).
In reality, without knowing the actual deposit size and therefore the economics of the project it is impossible to say with certainty.
