If they have 10-3/4" casing and 9-1/2" hole at present they should be able to run and cement another casing string. Probably 7-5/8". Wall thickness probably 0.687" most common in that size for these sorts of pressures but depends on grade and other factors. Will also need an extra 10k x 15k wellhead spool.
but no reason I can see that they cant flange this thing up and dig deeper - once they get the right equipment.
