maybe management are trying to use small money to find something first. If they are lucky to find, SP will go up, then it's good time to capital raise to avoid big dilution. Once they have more cash, they will do more agressive,fast-tracking exploration. It's a risk/reward control, like our investment, can't put all in one go.
