I suspect the market here is reacting to the fact that there is nearly 3 billion shares for a company with a market cap of approx. $30mil. I'd say that based on the figures a price of 0.012 is fair, given that no hard data exists for oil/gas volumes to date. I am not expecting much of an upwards move in the share price until there is some factual information on volume and commercial viability of any prospective find.
