Another article that I just found and am about to read is from Georgetown Journal of International Affairs (Accessible via JSTOR): The Rising Drone Threat from Terrorists by Alyssa Sims (2018). Discusses the progression of vehicular bombs (earliest was 1920 on Wall Street from a horse-drawn cart) to the use of drones in 2004 by Hezbollah within Israeli airspace, and the increasing use of drones by terrorists. Finally, she talks about an increasing need for goverments to adopt anti-drone tech to combat this increasing threat.
