This is neither related to either the old order or a new order. It is just a new product announcement.
The $33M order would already have been partially filled. DRO said that it would be completed before the end of the year. Given the December slow down, and their level of confidence of completion, it is probably already mostly completed since it was announced over three months ago (far too long ago to have this product included in the contract).
There is no reference to a new order in the announcement.
The announcement is good news because it suggests that DRO is continuing with its product development and trying to keep ahead of the competition. The share price has not reacted much to the news because there are no sales attached to it at this point (nor would there expect to be).
