Well, the maximum amount of shares that could be issued is the total combined dividend paid out divided by the issue price. The shortfall will then be the amount of shares that could be issued minus the shares actually issued (assuming the shortfall is based on 100% of the possible number of shares).
It's similar to how some companies get their drp underwritten.
