What do you exactly do you mean by:-
'5 years from first mention of trucking to production (or 15 years since first trucking plan).'

Do you mean 15 years ago they had a plan for trucking but did not mention it was for trucking, possibly the plan was never labelled, and then further along and only 5 years ago they realise they have a plan that they can now mention as trucking to production and also this is the first time they have mentioned it! Huhh?
I hope you appreciate the dilemma.
It might be just apples and oranges to you, but causality is very important, just ask Einstein ( although he's dead, although that is probably irrelevant) unless we are referring to correlation without causality!
