Not really DTS's problem, they install the camera and get paid for the licence fee, assuming they are not able to refuse to pay. Dominoes will have to deal with their franchisees. I expected there will be some kick back as Dominoes have been known to 'screw' their franchisees. In a story I linked earlier there was discussion about Dominoes overall quality system and them buying stores back who were not complying. In the end of the day yes DTS and Dominoes would know exactly how many times the camera had been used and when it hadn't. Its more that Dominoes who will suffer if stores are creating cheap pizzas and trying to pass them off at full price. This is the exact reason Dominoes are putting that cameras in and counting all the toppings.
