That's suggesting that DTS have some control over the franchisee using the camera, which they dont. Dominoes would be the only one who can enforce its use. DTS do have to prove that the camera is worthwhile, but that's the whole business, or shut up shop and go home. From a technical perspective it would be easy for DTS to know whether a pizza left the store and hadnt been under the camera.
