I might be drawing the wrong conclusion but the grant of $10m pays for our contribution towards the road improvement.

By giving us a grant and then making us contribute to the cost of the road upgrade, the government cannot be accused of totally paying for the road to support a company. In effect the government is paying for it, but they cannot be accused of favouring a public company.
