The bridge/road upgrade is clearly on the critical path of the major construction works presumably required for the Dubbo plant. You can't have heavy vehicles going over a dodgy bridge or an old road, the infrastructure would get destroyed in no time or are not even legally allowed to be on. So earthworks, usually the first thing with any construction project, cannot even start as the machines and vehicles involved in earthworks are generally very heavy combined with the weight of the trucks they're transported on.
This has to be done concurrently to any Dubbo design and approval works, or otherwise, if done in 'series' one after the other, as in if the design and approval and construction all come after FID of the Dubbo plant, then it will obviously be a several year delay to the Dubbo completion of construction.
