I don't know enough about the resource itself.
But that is a common approach, targeting high-grade, high-value early.
Whether Zr/Hf are in different mineralization to the REE's I don't know though.. Even if it is, if this mineralization can effectively be targeted is another question.
I'd imagine this would all be considered as part of their mine-plan though
