They have offtake agreements for the Zirconia products which the Hafnium is combined with,it would make sense to proceed with this production since Zi is a large component of the resource with high value Hf as byproduct and the revenue is certain. The acid regeneration plant and associated components of this pathway would have to be built first and probably to the stage where it could handle double the process dynamics for when the other half of plant is commissioned.
