    The details of the LTR UG contract were announced yesterday. Does look like a raw deal for the contractor cuz you are out $125M upfront. They can't really reveal commercial in confidence details of the bid negotiations so unfair to slap the snake label. Sometimes Billy can be a little exuberant in his proclamations but not a snake.
