Re-reading the announcement it almost foreshadows this but you don't want to read too much into bold font.

The more I think about it the more I believe that TATA just told DYE to go away and come back with a solid state solution which makes sense because the liquid electrolyte was never going to cut it...the political bargaining chip probably just conjecture and a furphy...or maybe we might see some electricity bill love from Downing St to coincide with the TATA ann on DYE and full prototype line (UK gov pretty savvy on green and will understand the import of solar steel)?
