Mate anyone can set up an office - it just takes a little bit more admin burn. Depends on the purpose obviously as to whether it is good news or wasteful. Lately they've set up in Japan, the US and now Germany - all big economies agreed - and yet Dyesol has no known business in any of them.
So what is in Bavaria? Well Merck the electrolyte specialist is not - it is hq'ed elsewhere in Germany, in Hesse (?).
These are the major companies operating in Bavaria according to Wikipedia:

Unless Dickie and Gavin want to make like Maria and go running through the Alps there I'd guess they want a base in Bavaria so they can cozy up to the likes of BMW or Audi or even Siemens (???). Doesn't hurt to fantasize (as long as it doesn't cost money). :)
