Ann: E25 HPMSM project selected for US$166M DoE Grant, page-152

Any change to the IRA would likely take several months to pass as its written into law. Its a bipartisan agreed to law that would need to pass through many political hurdles. From what I've read you'd be looking at May before any change would be able to be placed into law.
E25 will likely have its loan approved by January.. I believe that's the month thats been touted finalisation will take place.

The Element 25 Louisiana HPMSM Project has been selected for a US$166M grant award under the Bipartisan Infrastructure Law: Battery Materials Processing and Battery Manufacturing Recycling programme. The program is developing a diversified portfolio of projects that help deliver a durable and secure battery manufacturing supply chain for the American people.

The Element 25 project is being developed in conjunction with General Motors and Stellantis, two leading automakers who will use the HPMSM from E25's facility in the production of electric vehicles. Both companies have committed to offtake and project finance support.

Since the grant selection announcement, the E25 team has been working with the DoE grants team to finalise the grant documentation and enter into binding grant contracts. Further updates will be provided as this process progresses to completion.
