@bankroet has broadly covered ..... in essence the delay of FS is due to the company now looking (or very least consider) to set up facility in home jurisdiction of the USA. It is a good argument to suggest the IRA (inflation reduction act) is likely to favour companies/businesses that locate facilities in the USA rather than other jurisdictions.
