As far as I know once an election is called the government will go into caretaker mode and any major decisions will be deferred until a new government is formed. That said, if a decision has already been made to award the grant but funds simply haven't been disbursed then caretaker mode wouldn't be an obstacle to the administrative disbursement or allocation of those funds.
