From memory, the permits are almost complete. Well Atleast half way there couple of months back.
The end result of EMC treated water is for agriculture, industrial and Human use - but the water will not be potable, we atleast at this stage . Drinking water makes up a very tiny fraction of the global water requirements so not our primary focus.
