i think you may be correct in assuming " things ARE actually happening, just no reporting on it so far". Otherwise they might not have opted for Primero.
Also, it might be easier to manage and deal with just one vendor for both the electrolyte plant and CMB instead of havign to liaise with multiple service providers.
Hopefully we will get some update on the electrolyte plant soon.
