The announcement said the modified permit provides flexibility, and my read of it is that it's the flexibility (ability) to response and follow up with different drilling and/or holes and/or depth without further approval? Maybe they wanted/needed flexibility for the same spot that the old permit didn't provide? If that's the case, then it must be based on certain knowledge already learnt about the spot combined with educated guess?
