If this was a private company that couldn’t just tap the market for funds whenever it needed ad infinitum, and had to grow using loans then things would be done a lot differently here and with a lot more urgency.
Start bringing in income as fast as possible with the smalles possible outlay. Or prove up enough of a resource to sell at a profit which you use to drill up and sell your next resource. Rinse and repeat. Neither of these seem to be part of Hwangs strategy. Seems incompetent
