I'm slightly puzzled how $700k in synergy benefits equates with an increase in NPBT of $400-500k. However, either of those 2 outcomes is a great ROI on an investment of (say) $700k over 3 years (if all milestones are hit).
$450k on top of a normalised NPAT of $2.85m would add 16% to any previous valuation of the company.
Given the SP has hovered around $3 for some time now, it would not be unrealistic to believe $3.50 was possible if the rest of the business continues to grow at a similar pace to the last 2-3 years.
