Hi Mr D, I feel fairly sure that Mr / Ms Million at .30 cents has no intention to sell anything today. Just pumping up the flagging sell-side interest from 600K to 1.6 M at .30 or under. When the right announcement comes down the pipe, all of those smaller sell interests will be hoovered up in a day. We have seen it before with this stock. A tightly-held register with a comparatively small pool of available shares means big SP Leaps when funding is finally approved.
