The line of credit didn't turn the dial to green as the market knows it is pointless if they don't use it, a massive risk for what they use it for and the cashflow required to pay the loan once drawn. Using the loan for operating expenditure (consultants, management costs etc) will have the same effect to SP as another cap raise would. All time lows for a reason
