IMO it is beyond joke for ECT board to approve signing of RCA as if they would have vlocked themselves!!!!!!
also IMO the below line from today's announcement could be a pre-cursor for potential delays with the signing of RCA.

* India project partner NKC India Limited (NLCIL) anticipated to confirm prior in-principle agreement to sign the RCA subject to NMDC Board approval and
completion of ministerial requirements.
* Partners formally committed to financial close by 31st March 2019, with MOU extension in place"
