I read the link (submitted october 2008)in conjunction with ESI announcements notably 27/2/2009. The message I took was is very clear to me:- all parties (inc Vic govt) are on the same page and working towards a common goal.

Do you realy think a govt paper would contain tight deadlines? It could be worse we could be dealing the NSW govt :-)

Time lines can be changed when/if the mooted 6 bn investment dollars start flowing.

with more firepower (i.e. extra a staffing)ESI can continue negotiating a number of opportunties/deals both here and o/s, so VIC cannot and should not be ignored imo
