Norhing has changed with respect to eligibility, but sales aren't progressing well enough. Qualifying for the incentives requires doing the following in Georgia by the end 2023:
- Spending $67M
- Hiring 251 people
These numbers are from personal communication with GS, and he didn't specify if the $67M is USD or AUD.
Others might feel those requirements are attainable in the next four years, but I don't believe that they are in light of the the very, very slow uptake of the product.
