Maybe they were just playing safe with the dates...it OK though..from the big picture, makes no difference I suppose.
In the latest presentation, they said that approval from other DOTs were likely in 2016 (and 2017). Even if any one other DOT approves (of a state which is not expecting their local population to get jobs in EDE) then that would be one of the biggest milestones as the credibility gets major boost and removes the last few doubts if any IMO
